Can't place blocks on TNT

You can't place a block on TNT. The only way to place blocks on it is to Shift click them.

The steps to reproduce are place down a TNT block and try to place a block on it. The result that should happen is the block should be placed but what actually happens right now it that the block does not place.

The only way to place a block on it is to shift and place it.
