Replaceitem command wont work in certain way

When using the replaceitem command with a entity and with a tag, it shows a broken texture, plz fix.

Unable to reproduce.

Command used:

/replaceitem entity @p slot.hotbar.7 ice 1 0 {display:{Name:"Hello"}}

Tried both replacing another block (sand), an item (spawn egg) and the same block (ice).

There is no ice with data value 1
