Can not activate any beacon effect but existing beacon effects still apply

While trying to add an effect to a beacon that was placed in version 14w31a the GUI will close, the effect will not be added and the ingot used to activate it will not have been consumed.
Steps to Reproduce:
1.Place down a beacon and the required base for your desired effect.
2.Place an ingot of your choice in the slot.
3.Select the desired effect and click on the check mark.
