When you put a Diamond, Iron ingot, Gold ingot, or Emerald in a beacon slot to activate it, the beacon does not active. and you cant change current settings on pre-activated beacons either

I also can confirm. I select the enchantment, put the item for activation, click the activation button and the beacon ui closes but the enchantment doesn't activate.

agreed. just made a test world. beacons are not activating any level of enhancement.
