Enchanting uses up the one 1,2 or 3 levels when enchanting. (Related to the amount of lapiz used.

i know the enchanting thing is on purpose. its only supposed to take up to 3 levels now. it was part of the enchantment overhaul they did.
as for the cheap repair, i am unsure if this is a bug

Also repairing is ridiculously cheap.
I can repair a near broken diamond pick with, Silk touch, Unbreaking III with 3 diamonds for only 7 levels.
