[MC-65171] EnableDisable Clouds inversed when you change between versions

when you configure minecraft so clouds are off in minecraft 1.7.x or fewer and then you change to any snapshot clouds are enabled, it happens even viceversa, when you set clouds off in any snapshot and change to 1.7.x or fewer clouds turn on

This is because the options reset, which is unfixable. MC-31120

Actually then don't tend to, when i play in 1.6.x and then go back to 1.7.x the options are still the same, but this doesn't seem to happen in 1.8
