Before you dismiss this as a duplicate of a previous bug, please hear what I have to say. This is a different kind of lag, a different kind of stuttering which I have never seen before. What happens, is the game periodically freezes, at about half second intervals. This is of course, also accompanied by a large frame rate drop. Minecraft has never been this unplayable before, and I would appreciate a serious effort to fix this bug.

I'd attribute this bug to the new fast rendering system implemented in one of the very recent snapshots, and while it has been present since then, it has never been this severe until now.
Furthermore, from the tests I did, it only seems to occur on a render distance of 16.

You have 32 bit Java. Either because you're on a 32 bit OS (why?) or you have installed 32 bit Java on 64 bit OS.
When using a 32-bit browser on a 64-bit operating system the automatic version detection will only show the 32-bit version of Java, the 64-bit version needs to be downloaded manually: http://www.java.com/en/download/manual.jsp.
Try with the default resource pack, and at least 1GB of memory for Minecraft.
If it still occurs with those settings, Please force a crash by pressing F3 + C for 10 seconds while in-game and attach the crash report (minecraft/crash-reports/crash-<DATE>-client.txt) here.
