Achievements are on in creative mode. It doesn't make sense to have them in that mode, maybe a different set of achievements for creative mode would make sense.

Still seems like a bug, if I was in creative mode, got all the achievements by spawning items, and then go to survival mode, the achievements are still there.
I agree with you that it is probably not a good idea to have them enabled for creative mode, but it does not entirely fall under the definition of a bug. Bug: Any observed reproducible behavior not consistent with the behavior intended by the developers may be classified as a bug. Because this has always been the known behaviour, one cannot say it is not intended by the developers, which is why I recommend making a suggestion on the forums.
