I put the level maximum but it not give me Silk touch... I need it but i can't catch in survival.

in creative mode i catch lot pickaxe and lot shovel... any ever give efficience 1 and resistence 1 long time i try and no one catch. (level xp: +-2500 in creative mode)
Enchantments are random. There is no guarantee any specific one will be applied, regardless what level it's on.
in my enchant base had two double chest, a crafttable and a anvil (these let my enchant low) now i'm trying enchant with more space but nothing...
when i can't find i "pay" with my diamonds for buy from data base creative mode (open lan cheats on, like i did with my Jungle's tree that i went 20000 blocks and not found one.
Not a real bug, I have gotten silk touch many times in 14w32a.
