Powered Rails Make TNT Minecarts Explode Instantly

Cannot Reproduce

If a TNT minecart drives over a powered rail it explodes instantly. If it drives over an activator rail it has a fuse time.

Unable to reproduce. Minecart with TNT just kept going in circles.
