Small Armor Stands hold items incorrectly

Items held in the hand of an Armor Stand with the 'Small' tag will appear clipping through the arm of the Armor Stand and not in its hand.

To reproduce this issue execute the command:

/summon ArmorStand ~ ~ ~ {ShowArms:1,Small:1}

Then place an item in the hand of the Armor Stand.
