I can't reproduce it in survival mode. You are in creative mode, in which the selected itemstack does not decrease when you place it.

Test please in survival mode or in creative mode.

I have tested it in survival and was unable to do so, in creative mode it is intended.

You really only happens to me and can't reproduce?

I can reproduce it in a creative world and in a suvival world too. Tested in version 1.8-pre3 and 1.8.

Confirmed in 1.8-pre3.
