Clouds height change with the player's height

The clouds are not stationary in the sky, they move of course. But I can adjust where the cloud is located by changing my x y and z.
I can make a cloud that originally was NOT going through a mountain go through a mountain with a few adjustments of my character. I believe it is a bug
