If you place a dispenser, place a comparator so that it points into it, then place items in it, it will dispense them very fast, as if it were connected to a one tick clock. Placing the comparator adjacent to, but not pointing at, the dispenser will cause it to dispense one item.

Seems more like a feature to me

This is a combination of the behavior whereas a dispenser that is updated will fire, and comparators force what they are pointing at to update. The comparator does not need to be powered to cause this behavior - as long as the dispenser is powered and the comparator is facing it, this will happen. Whether this is something to be corrected is another question. I know some people have put this behavior to use, such as SethBling in condensing 2x2 flush piston doors.
