When I give a guardian the jump boost effect, it won't jump any higher when out of water. This is probably because it doesn't technically count as "jumping", but it should still work.

Yes, that's what I think too. However, the effect should still work, as it is "jumping" under the common definition.
You need legs to jump!

I believe it's not classed as jumping, since the Guardian is frantically bouncing around and isn't intentionally "Jumping" - Most mobs jump to go up 1 block heights. Where are the guardians movement is erratic and random.
