[MC-69946] Upon entering NEW worlds things don't work right

Frame Rate Excellent! My framerate does not drop during this problem.

Upon entering a world, A few chunks load. Then it happens. When I place doors, they are functional. When i break a door, only half breaks. Redstone won't work. Mobs eggs don't work. Beacons oddly do activate a beam as normal. Chunks don't load. When TNT is activated with flint and steel, it disappeared. Chat won't work, even commands (Cheats are allowed in world options). Tab wont cycle commands in chat. Mobs all don't move and continuously face south. Sky does work with moving clouds and sun.

After a while, BAM! Everything suddenly works usually.

After having this issue:
Please attach the complete output of the "Game Output (Your Minecraft name) " which can be found on the fourth tab of the launcher.

If the launcher closes after game start, please edit your profile and select "Launcher visibility" then, "Keep the launcher open".

I'd call this simply lag:

I get a normal frame rate during this. This never occurred in the snapshots.
