Behavior of hoppers is inconsistent

In 13w01b, when one hopper was placed above another, items would always go first into the lower hopper, then into the block the upper hopper was pointed at (assuming the lower hopper was full).

In 13w02a, when the upper hopper is pointing sideways, half the items will go into the target of the upper hopper, and half the items will go into the lower hopper, except when the lower hopper is powered and pointing sideways (as shown in the screenshot).

I confirm. It makes any compact sorting system impossible as there is no priority that can be used to sort items. If this is intentionnal to prevent item sorting it's a very bad move, as making something random or even unpredictable is very confusing and prevent any automatic use of it (which is what was very much the point of the hoppers, at least what the community wanted them for).

This is not the same as MC-6162. That report does not address the orientation-dependent behavior of the powered hoppers seen in the screenshot.

I prefer the items to go down when there's a hopper underneath. But to the left is ok too.
btw, I attached a screenshot. The way it was here, it went all in the bottom chest, but sometimes, everything went in the chest on the right hand side.

I confirm. Running 13w09a, a hopper placed above another hopper that is not directed at it will place 50% of it's stock in the hopper below it. I have noticed it in a furnace system where it places half of the product to be refined in the fuel input. Other players on my server have reported this as well. Also, 40 units of product have been put into the furnace/hopper system and only 13 units have come out. This is another issue I know but does anyone know where I can track it?
