When spectating as a mob, new chunks do not render as they look around.

How to reproduce:

1: Open up a world in MC 1.8
2: Enter the spectator gamemode (/gamemode 3)
3: Spectate a mob

As they look around, new chunks will not render due to the new performance improving updates.
