Efficiency does not work

Cannot Reproduce

Efficiency 5 does no diffrence from an unenchanted shovle.
Tested with efficiency 5 and diamond shovle.

This bug is not happened to me. Maybe lag for you?

It appers it only happens in creative, but maybe thats intended? If so, im sorry for wasting everyones time.
