[MC-70960] No farmers

I started a new seed, and didn't find farmers in any villages.

Steps to Reproduce:
1. Start new seed
2. Find village
3. Realize there are no farmers, and an abundance of blacksmiths and butchers

These are all the villagers from a village I found. The village has two libraries, one butcher shop, and no blacksmiths. Yet there is a ridiculous amount of butchers and blacksmiths, and no farmers.

Invalid; how many villages did you test? A village might not need a blacksmith for a blacksmith villager to spawn.
I started a world with a village that had a farmer, and this was created in 1.8.

Crap, I just created this exact same bug. Can I remove my own bugs? Wait, I think I just found out.
Also, this is happening to me in 1.9, as well as some villagers staying outside at night
