Use of EXP while enchanting

What should happen?
When clicking the level 30 enchantment i should lose 30 EXP levels.

What happens instead?
I only lose 3 EXP levels but still gets very good enchantments.

How to do the bug?
Just do enchantment as you now do it and it will happen.

Works as intended. Changes to 1.8 enchanting.

Yes, this is not a bug. Check the minecraft wiki on enchanting, and it will tell you how the system works.
