Effect of air on the banners

What I expected to happen was...:
That animation banners work in my worlds.

What actually happened was...:
In my worlds not working animation banners (air effect).
My worlds have long. The animation only works if I create a new world. Apparently the animation only works on newly created worlds in 1.8.
