When i try to go to the ocean monument in single player and multiplayer the players lag and we have to create a new world and reset the server spawn in multiplayer.

Nope. I can confirm that the game only lags when the player is near water.

That makes this a duplicate of MC-71078.
I'm open to being corrected but if I'm not mistaken, this is more a hardware limitation on the user's end rather than a problem with Minecraft. Have you tried to duplicate this problem on a higher-end machine?
