Ender Dragon immune to {NoAI:1}

If you're attempting to make an ender dragon diorama, good luck with that, because it doesn't cooperate with this data tag, {NoAI:1}. It can be done to the Wither, why not the Ender Dragon? Although, it kind of makes sense, as the Ender Dragon is always avoiding commands like /kill. If you thought the Ender Dragon was a pain in Survival, try Creative Mode, it's not any easier.
