[MC-72310] Huge momentary block lag when placing a block

Recreate using:

go anywhere on a server with a void world
type this command: /fill ~ ~ ~ ~40 ~ ~40 quartz_block
go to roughly the middle of the area
break one block
replace the block that is missing
- you will get huge lag for around half a second, as will everyone else on the server

If you make the area of blocks two high this does not occur.

It does look similar, like the top commenter said the root.tick.keyboard lags a lot.

I was assuming it had to do with block updates, because it's only when it's a block part of a largely filled area.

It's most definitely the same issue, glass does not generate the same problem.
