I have allocated 5gb of ram to mc and the game decides to run at about 6-20 fps when my max fps is at 150. and in the debug screen, it says only using about 6% of the memory. I tried switching resource packs, i have turned down my settings (render distance, smooth lighting ect.) My computer have 12gb of ram.

Besides that: Your Java version is out of date! Please update your Java to the latest version (1.7.0_67 / 1.8.0_20): http://www.java.com/en/download/.
When using a 32-bit browser on a 64-bit operating system the automatic version detection will only show the 32-bit version of Java, the 64-bit version needs to be downloaded manually: http://www.java.com/en/download/manual.jsp.
Try these (if possible)
-Updating Java to a 64-bit version (as Kumasasa said)
-Disable any antivirus/put it into gaming mode
-Updating drivers
-Use VBOs
-Close any other unnecessary programs (internet browsers, Skype, etc)
-Rebooting your computer/reducing number of apps that come on at startup
-Put a dedicated graphics card (Nvidia GeForce GTX/AMD Radeon, for example) in your PC/plug your monitor into your dedicated graphics card (if it's a laptop probably can't do)
RAM has very little to do with performance. The game will use as much as it needs, unless there isn't enough.
