cannot click on items in inventory

When I opened my inventory in any world or server( I tried several) and right or left clicked an item, I was expecting the appropriate number of items to be selected, however nothing happened the item reacted as if I wasn't hovering over it with the mouse, let alone clicking on it,
1.press E
2.hover mouse over item in inventory
3.click on item
