Can't place blocks in certain areas at certain angles

Title basically says it. Sometimes the hitbox appears but if you try to place the block moves in your hand (the placing animation) but no block gets placed and sometimes there isn't even a hitbox. If you look in the video below you will see in the top right corner sometimes it doesn't even say that I'm looking at sandstone when I am.

Not sure how to recreate.
