Hoppers not moving items to chests.

When placing a hopper on top of a double chest items should transfer to the chest below. The scenario I am using is a solid block is over the chest. Items will not move into the chest from the hopper until I remove the block or place a transparent block in it's place.

In the image provided I show that this works on both trapped and regular chests with block/hopper configurations both left and right. The chest/hopper configuration at the top of the image is the one that works.

How to reproduce.
1. Place a double chest
2. On the left side place a hopper facing into the chest.
3. On the right side place a solid block next to the hopper.
4. Place items into the hopper.

Nothing will move into the chest until you remove the solid block or replace it with a transparent block.
