Logging this as a bug as it seems like a big oversight.
If someone has an AXE they can just hack away at a chest to get all the drops in side. Doesn't matter if it's "locked" or not.
If it's locked, in my opinion, the chest should be indestructible or there's no point locking it in the first place.

Hence my useless feature. Someone sets their chest to NBT tag to 'lock' ... so you come up to it with a wooden axe... hack it out put the two chests back and any items you don't want.
So what's the point of NBT tag to 'lock' if it's so easy to get around?
Until someone get's a hold of a AXE in survival mode. Or at least last time I tested you could still break NBT tag to 'lock' chests.
...Except gamemode 2 is adventure mode... where you can only break certain things, as specified by NBT data on the tool you hold. As long as you make sure there are no axes (or really anything) that is set to be able to break chests. If, at some other part of the map, a chest must be broken, just use command blocks to give the player something that can break chests, and take the item from them if they go too far from the area.
Locked chests were an April Fools item which is no longer available in 1.8. Are you talking about trapped chests?
