[MC-73882] Dispenser does not look for redstone power when placed

When I place a dispenser on a redstone torch, it does not dispense anything. I have tried with a dispenser with a bucket with water in it (cmd+pick-block-button on mac), but it does not dispense anything untill it gets a block update.

This is because the dispenser can't pick up the block update caused by the placing of itself.
Also, this is a "intended bug", Mojang knows this bug exists for every redstone device and has said to not fix it, because basically all BUD's rely on this bug.

So many problems would be fixed if they just made a BUD block.
It would also help if they didn't make minecraft in java.
