Frame-rate issues in single player

When A World Is loaded on a New computer After A few Minutes The game's frame rate drops from 145 FPS to a constant 0-5 FPS not included that its a unmodded game while having the defult RAM alcolated to the game turning down all of the video setting to the lowest setting there was no improvent.
