mobgriefing not stoping creepers blowing up blocks

using the command; /gamerule mobgriefing false, did not stop the creepers from blowing up blocks, was doing to crate adventure map so could leave natural spawn in dark areas, unfortunately only thing I could do was stop random mob spawning and add a lot of dispenser which players can empty, not ideal
