In C:\Users\Josh\AppData\Roaming\.minecraft\assets, I'm missing a few folders including the sound files.
However, I have sound in game, so I'm not quite sure where Minecraft is getting these files from.
I have hidden folders visible, so I don't think that's the issue. Thank you.

Thanks for the heads up. Could you explain what it means for them to be hashed/how I can get to them (if I can)?
All of the files have names that are the result of a hash function, which allow testing to make sure the files have been correctly downloaded. This however means that the files are stored in a non-human-readable manner, so you'd have to dig through them to find the assets you'd be looking for.
All of the main game assets, including sounds, are stored in objects, and are hashed.
