[MC-7620] Dropper duping glitch

Edit: Fixed in the re-upload.
Steps to Reproduce:
1. Put a single item in a dropper.
2. Place lever next to it.
3. Repeatedly power and unpower it.
4. Get infinite items

Sorry, read hopper instead of dropper.
Anyways, it still does it after the sneaky update.

Guys this is NOT fixed yet DX

It works with a gold block.

Put 1 gold block in and power it.
