[MC-76298] Minecart TNT do not blow up the rails

When a Minecart TNT go on an activator rail (activated) the TNT explode and break all the blocks around but not the blocks under the rails.

Works as intended. Not quite sure why, but this was an actual feature listed in a change log for some version mid-1.7.

This works as intended, although it might be weird, but it could be used for a minecart 'train' like hole.
