Powered Rails not Deactivating

All the powered rails shown in the image should not be active.
To reproduce this, start at one end of the line, and place a torch next to the first rail.
1. Place another torch next to the next rail.
2. Break the previous torch.
3. Repeat until you reach the end of the line.

They even stay powered if I save and reopen the world.
