i have been useing command blocks useing the command /summon EnderDragon ~ ~1 ~ {NoAI:1} when i do that the dragon is not moveing its just standing there you can't hit it or kill it you have to use @e to kill it bow and sword and hand does not work

NoAI means that the entity isn't affected by gravity anymore and also won't move (except FallingSand), for more information visit the Wiki
The second part is probably MC-74114
