when you enchant a fishing rod, you see like all options are clickable, but some don't show text, and you cannot click them.
the ones that do show the text, and are clickable, are always unbreaking.

The xp requirement seems to be 5 levels. Adding bookshelves enables them.

I did. Notice how the bad selection has an xp quota of 2? Lure/Luck is only available at 5 and up.
Looks like a dupe of MC-30730.
Lure/Luck of the Sea have a minimum xp level requirement.
