Tested on Superflat World (Tunneler's Dream). If you fly to Block 255 and place a block with multiple possible states (lever, gate), and switch it between states by interacting with the TOP of the block. It will change back and forth rapidly, giving you the message: "Height Limit for building is 256 blocks"

It doesn't matter because it works on any preset. Using Caves of Chaos is just an easy way to get to the height limit, which is probably why it was discovered.
That aside, this issue does have a better description of the problem, although my comments on MC-71084 already cover the multiple state blocks.
I only covered levers, but its not hard to realize that other multiple state blocks are affected as well.
I will leave it up to the mods/Mojang to decide which issue duplicates which.
