What I expected to happen was...:
When I right clicked with a infinity bow, it would shoot an arrow
What actually happened was...:
Instead, the bow doesn't fire an arrow unless you have an arrow in your inventory(the arrow is not consumed, but requires to be in your inventory)

get an infinity bow
try to shoot an arrow without arrows in your inventory

You're supposed to have an arrow in your inventory for an infinity bow to work, that is how it was designed to work, it's not a bug.
Do you have a source to confirm it's working as intended? It feels backwards to me that you need an arrow in your inventory to shoot a bow with an enchantment that makes it so you don't require arrows to shoot, it definitely doesn't feel like intended behavior.
I understand what your saying, but think about it this way if you have infinite ammo on a bow but you have no ammo in your inventory, where are you getting you ammo from? Saying you have infinite of something means you have at least one of that something to make infinite, you can't just pop out an infinite amount of something from thin air. And no I don't have confirmation, but I have been playing the game for a long time and bow enchantments have been out since version 1.1 of Minecraft which was almost exactly 1 year ago so if it wasn't working as intended they probably would've fixed it by now.
Well water has been behaving the way it has since alpha but it has been fixed in the latest snapshot, so I think this issue is worth looking at for mojang. Also if you beleive a magically enchanted bow can create more arrows out of arrows, it's not much of a stretch to beleive it can create arrows.
The enchantment name wouldn't make sense. The name is Infinity, so if you don't have any arrows, what would it make infinite? The enchantment isn't made so that you could free up an inventory slot. It's made so that you wouldn't have to care about your arrow amount.
Also, the water thingy wasn't a bug really, atleast it isn't in the "bugs" section in www.minecraftwiki.net/wiki/Version_history/Development_versions#13w03a
The new infinite mechanism is just a new feature.
Works as intended.
