When i do
/summon WitherSkull ~ ~ ~ {direction:[0.0,0.0,0.0],CustomName:TEST,CustomNameVisible:1b}
the wither skull just looks up and is visible. I tried giving invisibility, i tried other tags and i tried summoning a wither skull just with no direction and it's still that way.
If this is intended then please comment. I have searched and i haven't found this bug so that worries me.
