[MC-78357] Adventure mode can ignite Nether Portal

Player can light a Nether Portal in Adventure mode if the Flint&Steel has the NBT tag {CanPlaceOn:[minecraft:obsidian]}. Is this intended?

Thank you. Just seemed odd setting a flag to PLACE the item instead of USE... wanted to be certain 🙂

Didn't get at first your intention regarding place <--> use, but in fact the Flint & Stell places a fire block on the obsidian which then ignites the portal.
