I am not sure if this is valid, but I guess so.
When you turn on Vsync
, which limits your FPS to 60 (at least for me), then minimize Minecraft and reopen it, you will see that your FPS aren't restricted to 60 at the beginning. This seems to happen only it Minecraft is minimized. Having Minecraft and another program open (next to each other), but the other program is focused doesn't cause this.

No because that aren't 30 FPS, that are 120 FPS when it is minimized. (The lower and greener the graph, the higher is the current FPS)

That graph is not a FPS graph, it's a graph showing how much time is needed for rendering the scene.

There is no VSYNC if a program runs minimized or even windows.
VSYNC is naturally only useable in fullscreen mode.
That's not a bug. That happens with every window that's minimised - because program thinks 30 FPS is enough while you don't play. Does this make sense ?
