[MC-8115] Solar panel working at night

Or Minecraft.jar attached - Sign tells you when it starts and stops.

Set time to 14270. Solar panels will start to light up even though its night and are enclosed.

Ok, sorry. Did try the search but stupidly put "solar panel" good luck with the fix.

The stars did remove on the browser version, but thought that was the PC not a bug.
