Difficulty unlocks and sets itself to Easy every time I enter the Nether

I like to play my map with the difficulty locked into Hard. However, I kept noticing that it had become unlocked and changed to Easy.

After some testing and messing about, I realised it only did this upon entering the Nether, and seems to do it every time.
