1 tipped arrow shot on the ground turns into 64 when picked up when you shoot from a stack of tipped arrows

I was playing 15w31a snapshot when i woke up to test it out, played with dragon heads then played with tipped arrows, when i shot a tipped arrow on to the ground, upon picking it up, i got a stack of tipped arrows

*What I expected to happen was...: That shooting a arow and picking it up would get you 1 arrow, not 64

*What actually happened was...:I picked up 64 arrows not one

Steps to Reproduce:
1. Get a tipped arrow
2. shoot it on the ground
3. then pick up and get 64 of the type you fired

This was my first bug report, sorry if it made no sense
