When I joined my non online game all my signs had speech marks around them e.g

I haven't tried it for any sort of server
However this world has been a server world with other players on it.

Can confirm, although it's more than that: every time the world is loaded, the sign gains extra quotation marks and escape characters, drastically increasing the character count. Eventually the world grinds to a halt if reloaded enough times.
