Beetroots hardly ever drop seeds and therefor it is hard to replant them.
This isn't a bug, it''s more of a consideration.

It's annoying since I've already started a Beetroot farm in my survival world, and I've lost a large proportion of my beetroot because of this imbalance

It's actually because they don't drop more than one seed when farmed. I guess my report duplicates yours.
