Particles dont show when a beacon is running / splash potion is thrown

Confirmed Single and Multiplayer. Survival and Creative.

Related to MC-84253, most likely also fixed by it. To be tested with the next release.

Potion effects that have a brighter color do still show up. Reproduced by having the Jump Boost 2 effect (Both thrown potion as beacon)
